Small Business Innovation Research (SBIR) Program / Small Business Technology Transfer (STTR) Program

The Small Business Innovation Research (SBIR) program is a federal set-aside program created to strengthen the role of small businesses in federally funded research and development (R&D) while providing the government with innovative technical and scientific solutions to challenging problems.

The Small Business Technology Transfer (STTR) program is similar in structure to SBIR and funds cooperative R&D projects with small businesses in partnership with not-for-profit research institutions (such as universities), to move research to the marketplace.

The U.S. Small Business Administration (SBA) Office of Technology governs the SBIR/STTR Program. Eleven federal departments take part in the SBIR program and five take part in the STTR program.
