Northrop Grumman Mission Systems (NGMS) seeks to fill Manager Level 2 Systems Engineering, Integration, and Test (SEIT) positions for Central Region Engineering (CRE) at our Rolling Meadows, IL location. Selected candidates are expected to provide the overall direction to one of four (4) functional teams in one of 4 (four) Product Line Departments (IRCM Development, IRCM International/Production/Sustainment, RF Systems, and Targeting). Functional managers are responsible for their teams overall technical execution and performance to allocated cost and schedule requirements on assigned programs, while also providing technical contributions on programs as an individual contributor.

The 4 (four) functional teams are defined as:
System Planning & Control is comprised of the technical leads responsible for the execution of the engineering activities on programs (i.e. SEIT Leads, Sub-team Leads (Systems, Logistics,), IPT).
System Definition & Architecture is responsible for the systems requirements, CONOPS, Model Based System Engineering (MBSE), and architecture for engineering on programs and is comprised of Chief Engineers and system architects.
System Design generates the next level system design artifacts and includes requirements management, modeling and simulation, Model Based Engineering (MBE), and specialty engineering (reliability, safety, user experience, etc)
System I&T is responsible for the integration and test phase of the engineering programs including verification and validation.

Functional team and department assignment will be made at the conclusion of the interview process, based on the candidates fit and preference in alignment with the available openings.

The selected candidate will be responsible for a team of approximately fifteen SEIT engineers. The responsibilities associated with managing a team include:
Leadership for support and adherence to standard SEIT processes
Oversight of cost, schedule, and technical quality for SEIT execution on supported programs
Provide technical contributions on assigned programs, including subject matter expert reviews for major milestone events (SRR, PDR, CDR, TRR, etc.). SEIT support as an individual contributor, and leadership of root cause and corrective action analysis as required.
Support to hiring, staffing and workload forecasting including identification and training of skills required to execute on programs
Provide employee mentoring, career development, and training opportunities
Management and execution of employee performance review processes
Creating an inclusive and engaging environment that promotes employee retention
Support MBSE, Product Line Architecture (PLA), and Agile implementation that provide a competitive advantage for our customers.

Basic Qualifications: 

Bachelors of Science degree or higher in an engineering / technical discipline
Minimum of 7 years related experience preferably in an aerospace or defense oriented engineering environment
Proven demonstrated leadership skills and the ability to work effectively in a team environment.
Demonstrated excellence in written and oral communication skills along with proven success working in an integrated product team environment.
High proficiency in technical problem solving, to include decomposition, root cause analysis, solution development, implementation and monitoring
U.S. Citizen
Ability to obtain a Secret (or higher) security clearance, final clearance required to start

Preferred Qualifications: 

Functional management experience leading teams, especially in a Systems Engineering, Integration, and Test role
Experience working in a systems engineering, integration, and test environment
Experience with RF Systems, EO/IR, laser, or related defense system
Experience in all aspects of the engineering process / lifecycle, from requirements analysis through verification testing
Background and understanding in various tools and techniques associated with cost/schedule management
Knowledge and working experience with the Land & Avionics C4ISR missions
Proficiency in MS Project, MS Office, MATLAB, Simulink, Model Driven Engineering (MDE), and Agile techniques
Ability to obtain and maintain a Top Secret Clearance
Master's degree in a relevant technical or management specialty
