Northrop Grumman Strategic Space Systems Division is seeking a Manager, Level 3 of Cost Estimating Modeling and Analysis (CEAM) to join our team of qualified, diverse individuals in defining the future in Redondo Beach, CA. This key leadership opportunity will report to the Director of Pricing and Estimating, Strategic Space Systems Division for the Northrop Grumman Space Sector.
Provides management coordination and resource support for all proposal cost development. Supports the development, planning and scheduling of all proposals.
Labor estimates and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers.
Analyzing specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data.
Collecting cost, programmatic, key technical data from deliverables, functional representatives, subcontractors, and vendors. Computes cost estimates.
Prepares and maintains historical cost data.
Creating cost models for cost estimating elements. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.
Leadership oversight of the strategic and operational efforts supporting program cost data collection and normalization
Business Development Capture support
Supports and often leads Sector and Division Cost Estimating initiatives
Lead Cost Customer interface through Cost IPTs and Joint Councils
Enable consistent and clear communication with Division, Peer and Sector leadership on status/issues
Coordinates activities and participates in customer fact-finding meetings.
Participates in should-cost and pricing reviews with management and customer representatives.
People management responsibilities to include:
- People management of the staff supporting the business unit
- Responsible for conducting staff meetings and 1:1s with direct reports/skip levels accordingly sharing communication as needed
- Assess the business needs of the operating units and assign tasks and actions to staff members accordingly During the mid-year and year end performance review process, Candidate will have the responsibility to write performance reviews for his/her direct reports and provide verbal performance feedback accordingly to complete the process.
- Additional responsibilities will include performing resource planning and staffing; employee engagement, staff development, including skills training and career support; performance management, including employee goal setting, annual reviews, and issues resolution.

Bachelor's Degree with 9 years of experience in Cost Estimating related business management; 7 years of stated experience with a Masters
Experience directly or indirectly in a leadership role
Proven ability to evaluate, integrate, and communicate cost issues and risks to senior and executive management
An active in-scope DoD Top Secret or SCI clearance, investigation within the last 6 years
Persistence and tenacity to meet deadlines in a challenging, multi-tasking environment
Excellent communications skills and leadership competencies
