We have an immediate opening for a Supplier Diversity Specialist in our corporate office in Falls Church, VA.

This position is responsible for the corporate oversight and administration of the companys Mentor-Protg program, Small Business Innovation

Research/Small Business Technology Transfer (SBIR/STTR) program, Historically Black Colleges/Minority Institutions (HBCU/MI) Program, Indian Incentive Program and AbilityOne program. The successful candidate will ensure corporate wide adherence to Federal and State regulations, and Public Law requirements; provide training, advice and assistance to all sectors in the development and approval of Mentor-Protg agreements, advance enterprise wide SBIR/STTR program engagement and execution, provide assistance in the identification and vetting of small businesses and postsecondary institutions for SBIR/STTR programs; and provide troubleshooting support and customer management to insure customer satisfaction as it relates to these programs. Identify requirements and subcontracting opportunities for Historically Black Colleges / Universities and Minority Institutions (HBCUs/MIs). Will act as focal point between Northrop Grumman and HBCUs/MIs. Will identify business issues, recommend solutions, monitor program performance and insure timely submittal of mandatory Mentor-Protg program and HBCU/MI program reports.

Responsibilities include but are not limited to:

  • Assures the company meets full government compliance with applicable laws, regulations and company policies and procedures in reference to the Mentor-Protg, SBIR/STTR, HBCU/MI, Indian Incentive and AbilityOne programs
  • Serves as focal point between Northrop Grumman and other internal and external customers
  • Represents organization as the Mentor-Protg, SBIR/STTR, HBCU/MI, Indian Incentive and AbilityOne programs subject matter expert
  • Maintains knowledge of current customer requirements, policies, and procedures
  • Provides guidance to all sites in reference to Mentor-Protg, SBIR/STTR, Indian Incentive, AbilityOne and HBCUs/MIs
  • Monitors the preparation and delivery of customer required data and reports in accordance with contractual requirements
  • Creates and implements innovative strategies to further enhance the Mentor-Protg, SBIR/STTR, HBCU/MI, Indian Incentive and AbilityOne programs
  • Develops and delivers presentations as well as conducts training and awareness activities on the corporations Mentor-Protg, SBIR/STTR and HBCU/MI programs for internal and external customers as required
  • Reviews and coordinates all Mentor-Protg, SBIR/STTR and HBCU/MI data requests to assure protection of company interest
  • Counsels small, small disadvantaged, women-owned small, HUBZone small, service-disabled veteran owned small and veteran-owned small business suppliers on potential Mentor-Protg and SBIR opportunities with the corporation
  • Counsels HBCU/MI schools on potential HBCU/MI program opportunities with the corporation
  • Attends outreach events and represents the companys supplier diversity program as a participant and/or panelist
  • Acts as the focal point for small businesses interested in developing Mentor-Protg or SBIR/STTR relationships with Northrop Grumman or expanding their current support
  • Collects and disseminates supplier capability and pursuit information; may facilitate introductions to BD, capture, program and buying groups and will follow-up for disposition
  • Validates supplier information and conducts market research and intelligence as needed using various external sites/systems like Federal Procurement Data System, System for Award Management, Dynamic Small Business Search, SBA.GOV, and agency SB program offices
  • Maintains relationships with Mentor-Protg, SBIR/STTR, AbilityOne and HBCU/MI trade association organizations

Qualifications

Basic Qualifications for the level 3:

  • Bachelors degree with at least 6 years' of experience in government contracting, project management, data management, pricing, and/or proposal operations or a master's degree and a minimum 4 years' of this experience
  • Experience providing proposal support/operations
  • Understanding of FAR small business program requirements
  • Understanding of applicable Mentor-Protg, SBIR/STTR, Indian Incentive, AbilityOne and HBCU/MI requirements
  • Advanced Microsoft Excel skills
  • Intermediate to advanced Microsoft PowerPoint skills


Basic Qualifications for the level 4:

  • Bachelors degree with at least 10 years' of experience in government contracting, project management, data management, pricing, and/or proposal operations or a master's degree and a minimum 8 years' of this experience
  • Experience providing proposal support/operations
  • Understanding of FAR small business program requirements
  • Understanding of applicable Mentor-Protg, SBIR/STTR, Indian Incentive, AbilityOne and HBCU/MI requirements
  • Advanced Microsoft Excel skills
  • Intermediate to advanced Microsoft PowerPoint skills

 

Preferred Qualifications:

  • Experience in procurement/subcontract and/or contract administration
  • Experience in Small Business Development
  • Knowledge and understanding of NGC structure, programs, pursuits, products/services
  • Proficiency in SAP
  • Understanding of FAR 19.704, and proficiency in applicable Mentor-Protg, SBIR/STTR, Indian Incentive, AbilityOne and HBCU/MI requirements
  • Advanced SharePoint skills
